History - PPIF

The blissful intention of the fabulous PPIF to transcends the geographical frontiers by disclosing and deciphering the enigma of amazing Arunachal including the mesmerizing Myanmar.

In the backdrop of India’s ‘Look East Policy’ and the expectation of reopening border trade, the then Speaker of the Arunachal Pradesh Legislative Assembly, Late Setong Sena, envisioned the Pangsau Pass Festival in 2007. His aim was to strengthen cross-cultural relations and boost the local economy—reviving the rich cultural expressions of the region that had gradually faded amidst modern changes. He turned this idea into reality with the help of people like Arif Siddiqui, a hobby photographer who single-handedly showcased the beauty and culture of Arunachal Pradesh to the world.

The Pangsau Pass Winter Festival began in 2007, using local resources and community support. It grew steadily each year, becoming larger and more vibrant. In 2009, the Arunachal Pradesh Tourism Department officially adopted the event, giving it wider promotion and support. Over time, this humble cultural initiative evolved into a major showcase of tribal heritage and identity.

The Pangsau Pass Winter Festival is more than a celebration of culture and ethnicity—it is a heartfelt tribute to the ancient bonds shared by communities on both sides of the Indo-Myanmar border, a reminder of a connection that has endured through generations. It also stands as a solemn homage to the World War II heroes who rest here, far from their homelands, in the nearby war cemetery.

With contagious smiles, curious gazes, warm welcomes, and an openhearted spirit that greets every visitor, the region retains a timeless charm. It calls out to travelers, inviting them to witness a land where history and hospitality come together, offering an experience that is both humbling and unforgettable.

Today, the festival is celebrated as the Pangsau Pass International Festival, highlighting not just the tribes of Arunachal Pradesh but also cultural participation from neighboring Myanmar. After the passing of Late Setong Sena, the responsibility of carrying forward his legacy has been taken up by young and dynamic leader Mr. Laisam Simai, under whose guidance the festival continues to flourish with new ideas and broader reach.

Beyond cultural performances and traditions, this mega event also offers mesmerizing photography opportunities to visitors, set against the backdrop of one of the most peaceful and eco-friendly regions of Northeast India.
